Fix wave_serverV documentation, or if time available, improve the program as suggested by Ilya:

What the documentation tells is that you need to delete PARTICULAR tanks and index files
for SNCLs of interest, but in reality you need to delete the structure which holds info for
all tanks....

I made some changes to the ovr documentation to warn people about the struct files and the implications Ilya raises, but I'm going to leave this ticket open in case someone down the road decides to make further tweaks to the .c code and the wsv logic. Not sure what Ilya's settings for PleaseContinue? and ReCreateBadTanks? were in his case.
