#62 fixed sgram has location code hardcoded to -- paulf paulf

It seems sgram is making SCNL calls to waveservers, but not allowing one to set the location code and is hardcoding it to --. This needs to get fixed before release.

Also, the sgram.d just got cleaned up by Steve Malone, but maybe it needs another pass through it after I take a look under the hood.

#64 fixed Startstop NoExec not Dead scott stefan

I restarted wave_serverV with v7.4l 2010-03-31 version of startstop.

It failed to start back up because of my configuration issue. wave_serverV turned to zombie, but then instead of being "Dead" it went "NoExec?". The executable is there, so this message is incorrect; it should just be "Dead".

This was on 64 bit Ubuntu.
