#506 fixed DeadSta parameter in pick_ew should be allowed to be disabled paulf paulf

The DeadSta? check seems obsolete for some newer digitizers where offsets can occur that would kludge a station from being picked. This is just what happened at Caltech recently where a few basalts were digitizing and had high offset values that effectively stopped picks on these stations.

The old docs described this value as:

19. DeadSta	(c6 in earlier code) Sets the dead station threshold (counts).
		If the running average of the absolute value (AAV) of a trace is
		greater than DeadSta digital counts, the channel is considered
		dead and the pick_ew does not attempt to pick arrivals.

Franco Mele and company at INGV wrote up a nice rational for disabling DeadSta?, but he does it by making the value effectively larger than the clip count setting:

DeadSta was used in the past to discover transmission interruptions. This parameter was of some utility when the analog transmission had a useful dynamic range that was lower than the dynamic range of the AD converter. In that case an abnormally high output of the AD converter could indicate a trouble in the channel, or a problem in the mass positioning. We suggest for analog transmission or with mass positioning systems:
DeadSta = 1.1 * ClipCount (in counts)
Some digitizers can introduce an offset in the output signal so that the actual maximum output of the chain sensor-digitizer has to be investigated carefully (although the high-pass pre-filtering should prevent this problem). To completely eliminate, where desired, the inhibitory effect of DeadSta we suggest to state:
DeadSta = 10 * ClipCount (in counts)

It would be nice to be able to just set the DeadSta? to a value of 0 to simply turn off this check entirely for a specific channel, rather than making the value super large (confusing things further down the road).
