k2ew_ needs to have SOH/SNW packet style set by a .d file option

Description
I modified the k2ew to go away from encoded K2 SOH packets to ASCII based SOH packets, and left the old style as a compile time option. Well, it turns out a number of people still decode the binary encoded SOH packets using k2ewagent (C++ program for SNW we no longer support) or their own utilities (PRSN SM group).
I will fix the code to do Old or new style SOH packets using a .d flag
