startstop should have a startup delay configurable between processes as an option

We note that some non-earthworm modules need earthworm up before they can run, otherwise they are dead if included with startstop.

It would be great if...say for specification you could do this:

 Process          "ringserver ring.conf"
 Class/Priority    OTHER 0

 StartDelay 1   #optional setting to delay startup of modules by N seconds, that follow in the configuration file of startstop_*.d

 Process          "ew2ringserver ew2ringserver.d"
 Class/Priority    OTHER 0

where StartDelay? is optional and in seconds.
